Carl Holvey, Chief Pharmacist at Sapphire Medical Clinics, has extensive experience in the NHS and has worked in various sectors of healthcare delivering direct patient care, managing services and supporting medicines optimisation. At Sapphire Medical Clinics he plays a significant role in supporting patients when starting treatment and helping them to find regimens that suit them for their particular condition. Carl has received training in cannabis from international experts and continues to work with UK leaders in the field of medicinal cannabis. He is keen to share his experiences thus far with patients and other professionals to enable better understanding and improve access to medicinal cannabis.
On Tuesday 13th October, Carl will be joined by one of the UK's leading prescribers of Medical Cannabis.
Dr Shaheen Khan is a Consultant in Palliative Care and Clinical Director at Guy’s and St Thomas’ NHS Foundation Trust and Sapphire Medical Clinics. As part of the Multi Disciplinary Team at Sapphire Medical Clinics and the UK's leading prescriber of Medical Cannabis for Palliative Care Patients, his specialises in complex pain and symptom control, advance care planning, opioids and medicinal cannabis.
Alongside Carl and Dr Khan, Lorna Bland joins the webinar as one of the UK's first patients to receive treatment with Medical Cannabis. Living with the chronic pain condition Fibromyalgia, Lorna brings the patient perspective. She is also on the Executive Committee as Governance Lead at PLEA and is Sapphire Medical Clinics Patient Advocate.

On April 17th, 2016 Gov. Wolf signed into a law a medical marijuana program for Pennsylvania. However with this law, there is a ban on smoking marijuana flower as well as edibles. On June 20th, 2017 the first 12 cultivators were licensed in PA. The first 27 Dispensary licences were announced on June 29th, with 52 dispensary locations approved. Both the Cultivation Centers and Dispensary must be open and operational within 6 months of getting their license. In the end, there will be a total 25 cultivators that will be permitted along with 50 dispensary licenses (for up to 150 dispensaries), the second round of licenses have currently been awarded as well.
February 15, 2018 was an historic day in the Keystone State. Less than two years after the governor signed Act 16 into law, dispensaries began selling medical marijuana to patients and caregivers. Pennsylvania is expected to be one of the largest medical marijuana markets in the country, and those involved in implementation should be applauded for reaching this point ahead of schedule.
As of mid-April, nine dispensaries and two grower/processors are operational. Over the next few months, we expect up to 81 dispensary locations to open across the state. More than 30,400 patients have registered to participate in the medical marijuana program, and nearly 1,000 physicians have registered with the department, more than half of whom have competed the training to become certified practitioners!
On May 12, the department will issue regulations to allow patient access to medical cannabis flower and to expand qualifying conditions — including substitute therapy for opiate addiction. They will then undergo legislative review.
On July 31, 2018 Phase 2 of the licensing process for growers was completed, selecting 13 companies and further expanding what is poised to become one of the largest MMJ industries in the nation. This now brings the total number of growers to 25.
On August 1st, dry cannabis in flower form was legal to be sold for vaporizing ONLY. If a patient is caught with smoking devices, they can be charged with a paraphernalia offense. Additionally, a patient who is not acting in compliance by smoking marijuana may lose their medical marijuana card.

In Massachusetts, patients may possess no more marijuana than is necessary for the patient’s personal, medical use, not exceeding the amount necessary for a sixty-day supply. Approved conditions include Cancer, glaucoma, HIV, AIDS, hepatitis C, ALS, Crohn’s disease, Parkinson’s disease, multiple sclerosis and other conditions as determined in writing by a qualifying patient’s physician.
On Nov 8th, 2016 Massachusetts voted to legalize recreational marijuana. It was expected to launch in July 2018, however there has been several delays. In November of 2018 the first recreational sales began in Massachusetts! We expect thousands of dispensaries to open in 2019 throughout the entire state!

Sales of medical marijuana began at licensed dispensaries on Nov. 9, 2015, and the Illinois Medical Marijuana Program is moving ahead at full force. They have one of the most robust condition list in the nation. The state’s medical cannabis program improved in 2017, when it was extended until at least July 2020, and both PTSD and terminal illness were added as qualifying medical conditions. Currently there are over 50 dispensaries operating state wide in Illinois.
Rep. Kelly Cassidy (D-Chicago) said in a radio interview on Nov 23rd that a “methodical and deliberate” push to introduce a bill is heating up after about 1 ½ years of talks in public hearings and conversations with stakeholders. She says support to legalize the plant has been “overwhelming”, with polls showing about two-thirds of Illinoisans in favor. After the new Illinois legislature is sworn into office in January, Cassidy says lawmakers will be “ready to go” and push the bill forward. Exact details of what it includes are unknown, but she says lawmakers have talked with J.B. Pritzker’s team to ensure their bill matches his vision.
On May 31, 2019 the The Illinois House gave final approval to the legalization measure on Friday in a 66-47 vote, after the state Senate passed an amended version by a 38-17 margin on Wednesday night. This bill also allows medical marijuana patients to grow their own. The bill now goes to Gov. J.B. Pritzker, a Democrat, for his expected signature.

On Nov 8th, 2016 Florida passed a FULL Medical Marijuana program with Amendment 2, in addition to the existing Compassionate Care Act (Low THC) and the new Terminal Illness Law (allows THC use for those with less than 6 months to live).
On June 9th, 2017 the Florida legislature approved 2 Bills, later signed by Gov. Scott. These bills outlaw smoking, but do allow vaping and edibles, although currently there is a lawsuit spearheaded by John Morgan to allow smoking as he intended in the Amendment 2 language. Currently there are 14 companies licensed by the state to cultivate medical cannabis. The law allows up to 520 dispensaries to open at anytime across the state of Florida, as each cultivator can currently open up to 30 dispensaries (with Trulieve allowed to open 44 due to a lawsuit).
On April 17th, 2019 the state licensed another 8 cultivators , bringing the total cultivators to 22 and maximum number of dispensaries to 674!
They can also add another cultivator and each cultivator can add 5 more dispensaries for every 100,000 patient milestone, and Florida is only about 20,000 away from hitting the 200,000 patient mark.

-The Maryland Medical Marijuana program is expected to be one of the biggest in America. 15 cultivation centers have been licensed and are currently opening, the first one received their final approval to start growing in May 2017. Over 100 dispensaries are expected open by the end of 2018, with 65 open as of end of 2018. On May 13th, 2019 Gov. Larry Hogan signed the provision into law that allows edibles to be sold in the state as well.
